Stipend for Backward People

Backward communities are a small part of the total population of Bangladesh. According to the survey of the Department of Social Services, there are about 14,90,000 backward people in Bangladesh. The current government has undertaken various activities to improve the quality of life of the backward people and to include these people in the mainstream of society. From the financial year 2012-13 to 2018-19, the two programs for improving the quality of life of the backward and backward communities were together. In the financial year 2019-20, this program is being separated and is being run as a stand-alone program under the name "Life Quality Improvement Program for Backward Communities".


Definition of backward community


Backward communities or classes who are socially and educationally backward. They are known as extremely neglected, isolated, neglected people. Harijans, Fishermen, Sanyasis, Rishis, Beharas, Barbers, Washermen, Hazams, Nikaris, Patni, Cowras, Telis, Patikars, Sweepers, Sweepers or Dhangars, Domars, Doms, Rauts, Banshphors, Helas, Haris, Lalbegis, Balmigis etc. The so-called lower caste population belongs to this backward community.

Brief Background of the Program:

To implement SDG's key mantra “No one should be left behind”, life improvement programs for backward and backward communities were started in 7 districts through a pilot program in the financial year 2012-2013 to mainstream backward communities. But in Bhola district it started in 2013-14 financial year. In the financial year 2019-20, this program was separated and named the Living Quality Improvement Program of the Bede Community and the Living Quality Improvement Program of the Backward Community. From 2021-22 financial year, special allowances and education stipends of this program are being provided through GTP system with cash assistance.


Aims and Objectives  :

 Providing stipends at 4 levels (primary 700, secondary 800, higher secondary 1000 and higher 1200 taka per month) with the aim of educating and developing school-going backward students;

Service Delivery Procedures  ( In Brief ):

Subject to receipt of allotment (Bhola Sadar/ Daulatkhan/ Borhanuddin/ Lalmohan/ Tajumuddin/ Charfashan/ Manpura) Upazila / City Social Service Officer publishes circular. Then apply for the scholarship online. Application link: //mis.bhata.gov.bd/onlineApplication  The received application is scrutinized by the union/municipal committee on the spot and sent to the upazila committee in the form of a proposal. Then the upazila committee scrutinizes and selects the beneficiaries according to the allocation. Data entry in MIS in the name of the selected person, opening of Mobile Financial Service 'Cash' account, verification and dispatch of payroll from field office. Allowance is remitted to Beneficiary's mobile/bank through EFT (Electronic Fund Transfer) through GTU (Government to Person) method through Ibus++ subject to approval of remitted payroll.

Trade based training is provided to the working persons above 18 years of age. The trainees are provided with non-refundable financial assistance after the training.


Time required to receive service :

1. Within 03 months of application subject to receipt of new allotment;

2. In case of old or regular 07 working days
