Beggar Rehabilitation and Alternative Employment Programme

Financial assistance to patients suffering from cancer/kidney/livercirrhosis/paralyzed by stroke/congenital heart disease and thalassemia

The application forms are submitted from the permanent residents of Bhola district through the upazila/city social service office. By identifying the poor patients suffering from cancer, kidney, liver cirrhosis, paralyzed by stroke, congenital heart disease and thalassemia disease, the activities undertaken are implemented by following the existing policies with the help of the manpower of the Social Services Department, local administration, people's representatives and Sudhijan by preparing a list of the truly distressed and helpless people.

50,000 (fifty thousand) rupees is given to each selected poor patient suffering from these incurable diseases.

Fostering and rehabilitation of orphaned children in government child families

Applications are invited for admission to child families between 6 to 9 years of age, i.e. fatherless or fatherless poor children, subject to availability of seats, every year in the month of December. In the form prescribed by the guardian, the concerned child submits the application to the family or to the district social service office. After receiving the application, after the interview of the child and his guardian by the admission committee, after verifying the age and health condition of the applicant orphan child through the civil surgeon or his representative, the admission committee takes the final approval and admits the orphan child. Services are provided up to the age of 18 for the maintenance, education, training and reintegration of children into society in a suitable status.

Payment of capitation grant to private orphanages

A private orphanage registered by the Department of Social Services must have a minimum of 10 resident orphans aged 6-18 years. 50% children will be covered under this service subject to 100% resident primary/secondary school enrollment.

The application has to be submitted to the concerned upazila office within 31 July with the Secretary Social Welfare Ministry through the appropriate authority in the prescribed form. Information on private orphanages must be sent from the upazila office to the district by August 10 and from the district office to the Social Services Department by August 25. After that, the department has to confirm the transmission to the ministry by September 15. Through the meeting of the Ministry of Social Welfare, the concerned application forms are scrutinized and sent to the Department of Allotment against the designated private orphanages for further action. The allotment letter is sent to the concerned institutions by the department. If the concerned organization submits a bill to the concerned officer against the allocation received, the upazila account keeping officer passes the bill and submits it as official to the upazila social service officer. Later the Upazila Social Service Officer hands over the capitation grant through cross check in favor of the President/Editor of the concerned Orphanage.

Child Protection Program (CSPB)

Integrated Visually Impaired Education Program

Applications are invited for inclusion of Visually Impaired children between 6 to 9 years of age under Integrated Visually Impaired Program in December every year subject to vacancies. The guardian submits the application to the concerned institution or the district social service office in the prescribed form. After receiving the application, after the interview of the child and his guardian by the admission committee, after checking the age and health condition of the applicant orphan child through the Civil Surgeon or his representative, the visually impaired child is admitted by the admission committee with final approval. Services are provided up to the age of 18 for the maintenance, education, training and reintegration of children into society in a suitable status.

Prevention of social degradation

Implementation of probation and aftercare programs.

Under the direction of the Hon'ble Court, the punishment of persons convicted of first and minor offenses shall be suspended and placed under the supervision of the Probation Officer in a family/social environment and measures for reformation and self-purification shall be taken.

Providing education and vocational training to incarcerated persons. Mental development and correction of the child through counseling under the supervision of Probation Officer/Social Case Worker in Juvenile Development Center without placing the sentenced children in prison.

Skill development training program

Socio-Economic and Skill Development Training of City Social Service Office.

Skill Development Training Center offers training for 3-6 months depending on the course upon application and after admission subject to seat availability. Students are admitted in 2 sessions (of 06 months duration) in January-June and July-December every year. The admission process is started from 01 month before. According to the syllabus followed under the Bangladesh Technical Education Board, the results are evaluated and certificates are given by the board at the end of the training. Training in computers, land surveying, tailoring science-batik and block, wax show-piece making and other trades are imparted.

Quality improvement programs for marginalized communities

The Upazila Social Service Officer publishes the circular subject to receipt of allocation. Then in the prescribed form the interested persons belonging to marginalized communities like blacksmiths, potters, barbers, bamboo and cane makers, kamsha/brass makers, nakshi kantha makers, shoe repairers/manufacturers, folk industries etc. have to apply to the Social Service Officer. The received application is scrutinized by the ward committee and sent to the upazila committee in the form of a proposal. Then the committee scrutinizes and selects the beneficiaries according to the allocation.

According to the Competency Standard Log Book (CSLB) approved by the Technical Education Board with the support of the concerned social service office district administration, the 6 original professions are trained for 3 to 6 months (360 hours) to improve the quality of their profession.

15% representative family members of marginalized population will be trained 1 person per family or the number of persons as may be decided by Government order later and training allowance of Rs.5000/- will be provided to each trainee on completion of training. Apprenticeship training system is followed in terms of training. 40 Apprentices are selected in each batch. At the end of the training the certificate is awarded by BMET/Bakashibo after passing the appropriate examination.

Assistance in disbursement of grants to registered organizations through the Social Welfare Council
