Every year about 3 lakh people die of all these diseases in the country and 3 lakh people are suffering from cancer, kidney, liver cirrhosis, paralyzed by stroke, congenital heart disease and thalassemia. As the patients suffering from these diseases die due to lack of money, their families are destitute due to the cost of treatment. This program is being implemented under the social security program with the aim of providing a one-time financial assistance of 50,000 (fifty thousand) taka to the poor patients suffering from cancer, kidney and liver cirrhosis through the Department of Social Services, Ministry of Social Welfare.

1. Cancer : The body of all the animals in the world is made up of innumerable small cells. These cells die over a period of time. These old cells are replaced by new cells. Cells in general; Gives rise to new cells by dividing in a controlled and orderly manner. Simply put, when these cells grow uncontrollably for some reason, lumps or lumps appear under the skin. This is called a tumor. These tumors can be benign or malignant. Malignant tumors are called cancer. Briefly, cells that divide uncontrollably and grow are called neoplasia (tumors) and the malignant form of these neoplasias is called cancer.
2. Kidney disease: When the kidney gradually loses its function, various problems occur in the body. If the kidney disease is more advanced, the toxic substances in the blood increase and the feeling of sickness starts. Along with this, high blood pressure, anemia (lack of red blood cells), bone weakness, malnutrition, neurological damage can occur. Chronic kidney disease can increase heart and blood vessel disease. These diseases and illnesses progress slowly and over long periods of time. Chronic kidney disease can be caused by diabetes, high blood pressure and other metabolic disorders. Early diagnosis and treatment can cure or control the disease or slow the rate at which it gets worse. If the disease progresses rapidly and at some point the kidney fails, artificial blood purification i.e. dialysis is required and life can be saved by kidney transplantation.
3. Liver Cirrhosis: Cirrhosis is a chronic disease of the liver, in which the normal architecture of the liver is destroyed and the liver loses its normal function. In many cases, cirrhosis of the liver can also lead to liver cancer.
4. Paralyzed in stroke: Sudden loss of function or paralysis of any part of the body which will last for more than 24 hours and which is caused by complications of blood vessels in the brain (Stroke may be defined as sudden Neurological deficit which persists for 24hrs or patient may die within 24hrs which is non traumatic vascular origin).
5. Congenital heart disease: At the time of birth, the baby can have various congenital defects (developmental anomalies) in the heart. Among these, holes in the heart (atrial septal defect, ventricular, septal defect), tretalgia of Fallot, patent ductus arteriosus etc. are notable. Due to all these congenital heart defects, on the one hand, the physical and mental growth of the child is hindered, and these defects gradually become incurable. The result is sure death. If appropriate treatment such as cardiac surgery or device closure can be performed before it becomes incurable, patients can lead healthy and normal lives.
6. Thalassemia: Thalassemia is a hereditary blood disorder. In this disease there is a defect in the production of hemoglobin particles that carry oxygen in the blood. People with thalassemia usually suffer from lack of oxygen in the blood or anemia. Anemia can cause anything from lethargy to paralysis. Thalassemia can be of two main types: alpha thalassemia and beta thalassemia. Alpha thalassemia is generally less severe than beta thalassemia. Symptoms in people with alpha thalassemia are mild or moderate in nature. On the other hand, in case of beta thalassemia, the severity or prevalence of the disease is much higher; If not treated properly in one-two-year-old babies, it can cause death of the baby. Children suffering from this disease show paleness and weakness and stunted growth. The spleen becomes enlarged and the stomach swells. Bones widen and become deformed and physical growth is disrupted. Regular blood transfusions are the main treatment for thalassemia major. Bone marrow transplantation is an effective treatment for thalassemia. Thalassemia is curable. But since it is a congenital problem, if the genetic problem is not changed, i.e. the organ producing the problematic hemoglobin, i.e. the bone marrow (bone marrow), it can be completely cured if it can be changed by bone marrow transplantation.
Aims and Objectives of the Programme:
a) Providing medical assistance to poor patients suffering from cancer, kidney, liver cirrhosis, paralyzed by stroke, congenital heart disease and thalassemia;
b) Helping the family of the affected patient to bear the expenses;
c) Helping to return to a healthy and normal life.
Program implementation strategy
This program has been launched from the financial year 2013-14. By identifying the poor patients suffering from cancer, kidney, liver cirrhosis, paralyzed by stroke, congenital heart disease and thalassemia, with the help of the social service department, local administration, public representatives and good people, following this policy, the list of really poor and helpless people is implemented.

Area of operation of financial assistance program for poor patients suffering from cancer, kidney, liver cirrhosis, paralyzed by stroke, congenital heart disease and thalassemia refers to entire Bangladesh. Bhola district is also covered.
Amount of financial assistance/ grant
50,000 (fifty thousand) rupees will be given to each selected poor patient suffering from cancer, kidney, liver cirrhosis, paralyzed by stroke, congenital heart disease and thalassemia. The Government will reserve the power to increase/decrease the financial grant.
Candidate selection criteria
(a) Citizenship: Candidate must be a citizen of Bangladesh.
(b) Destitute: Priority should be given to the most destitute person.
(c) Socio-economic status:
1. In terms of financial status: children, destitute, refugees and landless should be prioritized in order.
2. In terms of social status: elderly, widowed, divorced, vulnerable, childless, separated from family should be given priority in order.
(d) Land Ownership: Preference shall be given to landless candidates where applicable. In this case, if a person's land holding is 0.50 acres or less, excluding the dwelling house, he will be considered as landless.
Eligibility and conditions for receiving financial assistance:
Application should be made in prescribed form. Read the guidelines mentioned in the form carefully before applying:
1. Patients suffering from Cancer, Kidney and Liver Cirrhosis, Paralyzed by Stroke, Congenital Heart Disease and Thalassemia must be certified by a registered doctor specializing in the respective diseases (original copy of the relevant disease certificate issued by the registered doctor in the prescribed form).
2. There should be a doctor's prescription and test report for the related disease.
For example, in case of cancer, Histopathology/Cytopahtology/Bone Marrow Report or other test report should be there
In case of kidney disease; Patients with Acute Renal Failure or Chronic Renal Failure undergoing dialysis, preparing for kidney transplantation or having undergone kidney transplantation will be considered for appropriate reports and reports of blood urea and creatinine levels. However, in those areas where there is no opportunity to take dialysis services, this help can be provided subject to taking a self-certification of the disease by a specialist doctor.
Liver ultrasonogram and other reports in cases of liver cirrhosis;
A patient paralyzed by stroke should be certified by a neurologist and MRI/CT Scan Report;
Echo Cardiogram Report in Congenital Heart Disease;
Blood Electrophoresis report should be submitted in case of thalassemia patients.
3. Possession of National Identity Card/Birth Certificate (photocopy attested by 1st Class Gazetted Officer);
4. If the age of the patient is less than 18 years on the date of application, his legal guardian can apply, in which case applicant must submit 1st class attested photocopy of National Identity Card and 3 recent attested photographs.
5. To be selected by the selection committee.
Candidate Selection Process:
1. The Deputy Director will prepare and submit a preliminary list to the District Committee in the light of the applications received for providing financial assistance to patients suffering from Cancer, Kidney, Liver Cirrhosis, Paralyzed by Stroke, Congenital Heart Disease and Thalassemia.
2. The Deputy Director concerned shall maintain two separate lists and registers containing necessary documents and information regarding the treatment of initially eligible and ineligible persons among applicants under his jail for cancer, kidney, liver cirrhosis, paralyzed by stroke, congenital heart disease and thalassemia patients.
3. The said list and the received applications should be presented in the meeting of the District Implementation Committee and the implementation committee will scrutinize the applications and approve a list of those eligible to receive financial assistance (with supporting documents) and take measures to distribute checks.

02 (two) copies should be filled in the application form along with the supporting documents and certifications and submitted to the respective upazila or city social services office. It should be noted that applications can be submitted to the concerned upazila/city social service offices at any time of the year. There is no opportunity to send the application directly to the departmental office, district office or social services department.
