Capitation Grant

Traditionally, the people of Bangladesh are determined to take up the responsibility of bringing up neglected poor orphans. All the religious people of Bangladesh have been running private orphanages for the upbringing of orphans. For the smooth running of these private orphanages, assistance is provided from the Department of Social Services. Private Orphanages First, registration under the Voluntary Social Welfare Organizations (Registration and Regulation) Ordinance, 1961, and later financial assistance known as Capitation Grant for the care, treatment and education of the children of the registered private orphanages. At present capitation grant is being given to 1643 orphans in 40 private orphanages in Bhola district. The main objective of capitation grant is to turn poor orphans into human resources.


Those concerned with the implementation of the program

The Activities Branch of the Department of Social Services under the control of the Ministry of Social Welfare manages the registration of private orphanages and the institutions branch manages capitation grants. Additional Director, Deputy Director, Assistant Director, Social Service Officer under the leadership of Director (Institutions) are concerned with the management of capitation grant program at the headquarters level. District level Deputy Director, Assistant Director, Registration Officer, Upazila Social Service Officer and City Social Service Officer supervise capitation grant activities of private orphanages at field level and coordinate between field level and headquarters.

Service Delivery Procedures (In Brief)


The private orphanage must be registered with the Department of Social Services and the orphanage must have a minimum of 10 resident orphans aged 6-18 years. 50% children will be covered under this service subject to 100% resident primary/secondary school enrollment.


The application has to be submitted to the concerned upazila office within 31 July with the Secretary Social Welfare Ministry through the appropriate authority in the prescribed form. Information on private orphanages must be sent from the upazila office to the district by August 10 and from the district office to the directorate by August 25. After that, the department has to confirm the transmission to the ministry within 15 September. Through the meeting of the Ministry of Social Welfare, the relevant application forms are scrutinized and the allotment letter against the designated private orphanages is sent to the Directorate for taking further action. The allotment letter is sent to the concerned institutions by the department. If the concerned institution submits a bill to the concerned officer against the allocation received, the bill is passed after verification and the upazila accounting officer passes the bill and submits it as official to the upazila social service officer. Later, the Upazila Social Service Officer hands over the capitation grant through a cross check in favor of the president/secretary of the concerned orphanage.

Verification of the age and health status of the applicant orphan through the Civil Surgeon or his representative;

Final approval by the admissions committee;

Free admission of orphans;

Application for receipt of capitation grant by authority;

Send the orphanage survey, inspection report and recommendations to the district social service office by the concerned social service officer;

Deputy Director, District Social Services with recommendations forwarded to Directorate;

Sending recommendations from the Department to the Ministry's Capitation Grant Allocation Committee;

Allocation/rejection of application/modification/enhancement of previous allocation by Capitation Grant Allocation Committee;

Maintenance, education, training and rehabilitation of orphans into the society with due dignity.

Inform the authorities if any irregularities are observed in the management of private orphanages;

Providing financial assistance with Zakat, Fitra, charity etc.;

Any assistance in improving the quality of children's education;

Assisting in the rehabilitation of the child financially, by providing employment or by providing information;

Treat children with compassion;

Any form of assistance in the full development of the child.


Period of service


7 months after receipt of capitation grant application by private orphanage.
