The Ministry of Social Welfare has been implementing this program with the aim of developing the burnt and disabled people of the country. This program is being implemented through the Department of Social Services under the control of the Ministry of Social Welfare in order to ensure the active participation of disabled and disabled people in the economic development activities of the country. Through this program, Bhola is playing a special role in the socio-economic development and poverty alleviation of the targeted burn and disabled people in all the upazilas and urban areas of Bhola district. The purpose of this program is to provide micro-loan support to the person or his family for the work based on their skill or the work in which the person is experienced and skilled, with the aim of creating employment opportunities for the burnt and disabled people along with ensuring quick treatment of the burnt people through this program.
Services:
1. Micro-loans: Burnt and disabled persons whose per capita average annual income is not above Tk 1,00,000.00 are given interest-free micro-loans from Tk 5,000 to Tk 30,000.00. After taking the loan, it has to be repaid in 20 equal installments with 5% service charge.
2. Medical Assistance: There is a provision of grant up to a maximum of Rs.
Service Recipient:
Low income disabled and disabled persons whose average annual per capita income is not above Rs.1,00,000.00.

07 upazilas under Bhola District (Bhola Sadar/ Daulatkhan/ Borhanuddin/ Lalmohan/ Tajumuddin/ Manpura) Social Service Office and 01 City Social Service Office,
Functions:
Burn and Disability Survey;
Enrollment of Persons with Disabilities
Vocational/social and health orientation
Application in prescribed form with scheme
Feasibility check of the scheme
Selection of suitable borrowers;
providing interest-free microcredit;
Areas of Citizens' Cooperation :
After receiving the loan by the beneficiary from the third month in equal 20 installments or in 1, 2 or 3 installments depending on the scheme, the loan amount will be returned with 5% service charge;
Savings at regular fixed rates by the party member;
Adherence to all matters that members are made aware of through the program;
To assist the authorities in recovering any loan received by a beneficiary if it is not paid regularly;
Providing information and assistance to the authorities in selecting the right villages/mahallas and suitable borrowers;
Inform the competent authority if any irregularities are observed in disbursement of loans.
Service Delivery Period:
Maximum 15 working days after selection of suitable borrowers by the Program Implementation Committee.

Asyaran Scheme First Phase Loan Programme:
The Asharyan scheme run by the Department of Social Services is one of the priority programs of the government. Department of Social Services has been implementing the project since 2001 AD. Asrayan scheme is being implemented to rehabilitate poor, landless, homeless, uprooted and distressed families living in villages and make them self-reliant by providing education, treatment, training and microcredit. The objective of this program is to rehabilitate the poor landless, homeless, disintegrated families in the rural areas by providing training and microcredit.
Objectives of the Program:
To rehabilitate the helpless landless population of the society.
To form associations for socio-economic development of project affected communities.
Providing loans in various trades to engage the project population in self-employment.
Target Families:
Only the resettled beneficiaries of the project will be considered eligible for the loan.
Borrower (Male/Female) should be eighteen years of age or above.
The borrower should be trained under this scheme or through any other institution.
Loan limit: Rs.2000/- to Rs.15000/- per beneficiary/family.
This program is being implemented in Charfashion upazila of Bhola district.
