The Rural Social Service (RSS) program implemented by the Department of Social Services under the Ministry of Social Welfare is being conducted with the aim of alleviating the poverty of the poor, helpless, neglected, backward and backward communities living in the rural areas of the country. Under the Rural Social Service (RSS) programme, the first interest-free microcredit program was launched in Bangladesh. As a result, this program has been established as the cradle and pioneer of Bangladesh microcredit activities. This program started a new and revolutionary history in terms of economic emancipation of marginalized people of Bangladesh.
Under the direction of Father of the Nation Bangabandhu, the Department of Social Services in 1974 created social awareness among the landless and below poverty line people living in rural areas and organized them in various working groups and involved them in productive and income-generating programs by providing interest-free small capital and their participation in all types of economic development programs of the country. Confirming.
The upazila executive officer is the president and the upazila social service officer is the member secretary and the concerned departmental officers are being implemented by the 16-member Rural Social Service Implementation Committee (UPIC) at the upazila level.
Services:
To mobilize the poor people and bring them into the mainstream of development;
Poverty alleviation and improvement of standard of living;
awareness raising and skill development;
Microloans from a minimum of Tk 5,000 to a maximum of Tk 50,000 per family;
Creation of sustainable organizations (Palli Samajes or Gram Samiti) of the target persons with the money collected from the service charges and creation of own capital of the Gram Samiti.
Service Recipient:
Residents of selected villages;
Party Member of Rural Social Service Working Group;
Category 'A' whose family members have average annual income upto Rs 50,000 (poorest).
Average annual family income between Tk 50,001 to Tk 60,000 (poor) 'B' category
Category 'C' with average annual household income above Rs 60,001 (above poverty line)
Other services including 'A' and 'B' category microcredit and other social services except category C interest-free loans;
Those involved in the implementation of the program :
07 upazila social service officers of 07 upazilas are involved in the implementation of this program at field level in Bhola district.
District level Deputy Directors and Assistant Directors supervise field level activities and coordinate between field level and headquarters. Upazila Rural Social Service Program Implementation Committee is the implementation authority of the program. Upazila Social Service Officer and Upazila Nirbahi Officer are responsible as Member-Secretary and President respectively of the Program Implementation Committee. Union social workers and training instructors work directly with the beneficiaries at the village level. The field supervisor of the upazila social service office supervises the activities of the union social workers and training instructors and assists the social service officer in the overall coordination of the activities.
Service Center:

Functions:
village elections;
village survey;
Organizing and organizing groups of the target poor population;
Formation of village/mahalla committee;
provide literacy;
Encouraging various social issues;
(Family planning, backyard vegetable cultivation, social forestry, safe drinking water, sanitation, primary health care, nutritional awareness, family planning, care of pregnant mothers, immunization of children, prevention of child marriage, anti-women abuse and dowry awareness, prevention of drug abuse , sending children to school etc.)
Provide vocational and skill development training;
Acceptance of applications in the prescribed application form for obtaining micro-loans;
Selection of appropriate borrowers for socio-economic development;
execution of contracts;
providing interest-free microcredit;
Support in creating organizations with own capital.
Service Delivery Procedures (In Brief):
After completing the family survey by the union social worker/technical trainer in the village selected by the upazila project implementation committee, forming a working group with the family members belonging to A and B groups and after providing training, each team member was informed about 20 social activities. After that, the application form of the proposed loan candidates from the village committee or working group is verified and the draft list is submitted along with the application form by the concerned social worker/technical trainer and the realized savings project is deposited as the bank of the village or working group. Prepared draft list, application form, scheme submitted to Upazila Social Service Officer with recommendations after examination by Field Supervisor. Then the Upazila Social Service Officer organized a meeting of UPIC and approved the loan. Finally, the loan disbursement program is completed by notifying the selected borrowers by determining the place and date of disbursement of loan cheques/cash.
Areas of Citizens' Cooperation :
After receiving the loan by the beneficiary from the 2nd month in equal 10 installments or in 1, 2 or 3 installments depending on the scheme, the loan amount will be returned with 10% service charge;
A borrower should not take loans at most three times;
Savings at regular fixed rates by the party member;
Adherence to all matters that members are made aware of through the program;
To assist the authorities in recovering any loan received by a beneficiary if it is not paid regularly;
Providing information and assistance to the authorities in selecting the right villages/mahallas and suitable borrowers;
Inform the competent authority if any irregularities are observed in disbursement of loans.

Reinvestment/2nd/3rd stage loan disbursement, 20 days after application.
