Identification of disability and issuance of disability identity card

Disability is a part of biodiversity. Not all disabilities are visible. In some cases the disability is not even permanent. Rather, temporary disabilities are seen in various cases. There is also variation in the degree of disability. Bangladesh has a significant number of disabled people. Various studies show that most of the disabled people are victims of poverty and low income. It is the need of the hour to take effective initiatives to alleviate poverty and improve the quality of life of disabled people. For poverty alleviation and improvement of quality of life, it is necessary to provide them with appropriate treatment, education and training, and take targeted and planned activities. For this purpose, a nationwide ' Disability Identification Survey Program ' was adopted to identify the type of disability, determine the extent and determine the correct statistics of the disabled population .


The Constitution of the People's Republic of Bangladesh has expressed the commitment to establish equal rights, human dignity, basic human rights and social equality for all citizens. To protect the rights of persons with disabilities and their welfare and development, the present Hon'ble Prime Minister Sheikh Hasina passed the Disability Welfare Act 2001 in Parliament during her first term (1996-2001). Moreover, Bangladesh signed the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) on May 9, 2007 and ratified it on November 30. In its second term (2009-2014), the current government has enacted the Rights and Protection of Persons with Disabilities Act, 2013, and in the third term (2014-2019), enacted the Rights and Protection of Persons with Disabilities Act, 2015, by updating the Disability  Welfare Act, 2001, in the light of the UNCRPD. has been In order to implement constitutional commitments and fulfill international commitments to establish the rights of persons with disabilities, any program or state benefits need to be properly identified and a comprehensive database containing necessary information.


Objectives of the Disability Identification Survey Program:

1. Determining the number of families/individuals of the disabled population in Bangladesh.

2. Identification of visible and invisible disabilities in the country.

3. Registration and issuance of identity cards to persons with disabilities.

4. Prepare a database containing the necessary information including pictures of disabled persons and utilize all the relevant information for the use of all administrative ministries.

5. Facilitate proper targeting of the disabled population in various programs/projects of the government and targeting strategies; And

6. To ensure the welfare of the disabled population as per the National Policy on Disability.


Identification of Disability on a pilot basis in May 2012 with the aim of perfecting the system's effectiveness before nationwide expansion. This survey starts from In the financial year 2011-2012, on a pilot basis, all the upazilas of Gopalganj district (5) and a total of 12 upazilas including Jamalpur Sadar, Barura, Comilla, Paba, Rajshahi, Morelganj, Bagerhat, Barisal Sadar, Chunarughat, Habiganj and Fulbari, Dinajpur and two UCDs were completed. is In the fiscal year 2012-13, house to house survey was undertaken in all areas of the country except the upazilas outside the pilot. 1 June 2013 AD. The field data collection work started from 14 November 2013 and the initial data collection work was completed. In the financial year 2013-14, the work of determining the type and degree of disability of the disabled persons under the scope of the survey by the doctors nominated by the Department of Health started. In the financial year 2014-15, disabled persons were identified by the doctor along with the survey.


Disability Information System (www.dis.gov.bd) database has been prepared to ensure proper storage of the information of disabled persons identified by the doctor and their overall development in the light of the saved information and the information of disabled persons is being regularly inserted in the database through web based software. The Government has approved the Data Use of Persons with Disabilities Policy, 2021 so that various public/private institutions, general public and persons with disabilities can use the data obtained through this programme.

Guidelines for Filling Interview Schedule (Form): The Disability Identification Survey Program is an ongoing program. All persons with disabilities who have not yet been covered by the Disability Identification Survey are requested to download the following interview schedule Link: http://www.dis.gov.bd/ duly filled and submitted to the nearest Social Services Office. You can also submit online.

If there is any problem in receiving the identity card, it is requested to contact the official number given in the contact option of this portal. 07 Upazila  Social Service Officers under Bhola District, ( Bhola Sadar Daulatkhan, Borhanuddin, Lalmohan, Tajumuddin, Charfashan, Manpura)  Disability Identity Card or Golden Citizen Card Issuing Officer. The names ,  designations and mobile numbers  of the officials are given in the “Contact” option of the portal. A request was made to contact the said official's mobile number.

From the financial year 2012-13, under the nationwide disability identification survey program undertaken by the Department of Social Services, a total of 45,866 persons with disabilities have been completed on the basis of survey and medical identification of all types of disabilities in Bhola district through 08 units.
