Development of the Living Standard of the Marginal People

Marginalized people are a small part of the total population of Bangladesh. According to the survey of Department of Social Services, there are about 10,20,125 backward communities in Bangladesh. Blacksmiths, potters, barbers, bamboo and cane makers, kamsha/brass makers, nakshi kantha makers, shoe repairers/makers, folk crafts etc. belong to the so-called lower caste communities. Unemployment can be eliminated by modernizing the occupations of these communities through exposure to technology and up-to-date training. The Ministry of Social Welfare is working with the aim of training them in technical professions and including them in employment.


Aims and Objectives:

— Ensuring the constitutional rights of marginalized communities in Bangladesh.

— Eliminating unemployment by upskilling the marginalized population through training and involving them in income generating activities.

— Providing capital for financial support in the sustainable development of their native professions.

— Socio-economic development and social protection of marginalized communities.

— increasing social status with economic independence; Mainstream development of backward small professional community.

Service Delivery Procedures (In Brief):


The Upazila Social Service Officer publishes the circular subject to receipt of allocation. After that the interested persons have to apply with the social service officer in the prescribed form. The received application is scrutinized by the ward committee and sent to the upazila committee in the form of a proposal. Then the committee scrutinizes and selects the beneficiaries according to the allocation.


Providing training to marginalized groups:

Unemployment will be eliminated by modernizing their occupations by bringing them in contact with technology as skilled human resources and modernizing their occupations by creating self-employment. Then all these people with technical knowledge will get a new life by getting the opportunity to contribute significantly to the economic activities of modern Bengal. Bangladesh will move forward with the development of these marginalized people.


For this purpose, trade-based training is provided to the marginalized population between 18 and 50 years of age. Skilled manpower will be developed through short and long term Apprenticeship (On-the-Job) training. Through which NTVQF Level-1 (National Training and Vocational Qualifications Framework)  certificate will be obtained.


Type of training:

The objective of the skill development training is to engage the marginalized population with income generating projects to improve their standard of living and make them self-reliant. According to the Competency Standard Log Book (CSLB) approved by the Technical Education Board with the support of the concerned social service office district administration, the 6 original professions will be trained for 3 to 6 months (360 hours) to improve the quality of their profession.

Skill development training will be conducted as per syllabus/module certified by BMET/Department of Social Services/Bangladesh Board of Technical Education.

Also, in future as per the instructions of the authorities considering the perspective of local needs, the trades will be introduced in the skill development training centers of the Department of Social Services/government certified institutions following the competency standards by the Bangladesh Technical Education Board and following the similar nomenclature and syllabus according to the trade.


Training method:


15% representative family members of the marginalized population will be trained 1 person per family or the number of persons as determined by the government order and each trainee will be given training allowance at the rate of Rs.5000/- on completion of training. Apprenticeship training pattern will be followed in terms of training. 40 apprentices will be selected in each batch. At the end of the training the certificate will be issued by BMET/Bakashibo after passing the appropriate examination.


Trainee Selection Procedure:


Applications will be invited from marginalized communities willing to undergo training. Interested candidates will apply to the social service officer in the prescribed form. In the selection of trainees, preference will be given to working marginalized groups living below the extreme poverty line. In case of non-availability of interested candidates living below extreme poverty line, preference will be given to working marginal population living below poverty line. After verifying the preliminary list and applications recommended by the municipal committee, the committee selects the trainees and finalizes the list and takes the training measures.


Financial Contribution:


18,000/- (eighteen thousand) per person for sustainable development of basic profession to 50% families (1 person per family) of marginalized people based on the recommendation of the committee formed for the implementation of the program of improvement of living standards of marginalized people or 90,000/- (ninety thousand) for groups of 5 persons. A one-time financial grant is provided as capital. Grants are given priority to marginalized groups living below the extreme poverty line undergoing vocational training.

At a glance, the information on the program for improving the quality of life of marginalized people under Bhola district:


The total number of marginalized people in Daulatkhan Upazila under Bhola District under the project titled "Improvement of Living Standards of Bangladesh Marginal Populations":- Blacksmith-49, Barber-145, Bamboo and Cane-65 and Cobbler-112 Total = 371 (as per survey). Soft skill training of 154 people has already been completed. Besides, 124 people (20 Ustads and 104 Sagared) have been given long-term training.
