In the financial year 1998-99, through the Department of Social Services under the control of the Ministry of Social Welfare, a one-time monthly allowance program of Tk 100 was introduced for widows and married women. In the financial year 2003-04, this program was transferred from the Ministry of Social Welfare to the Ministry of Women and Child Affairs. In order to bring more dynamism in the implementation of the program, the present government again entrusted this program to the Ministry of Social Welfare in the financial year 2010-11. The Department of Social Services is successfully implementing this program initiated by the current government. Under this program, allocation resources have been kept at the rate of Tk 550 per person per month for the beneficiaries. 100% success has been achieved in the distribution of allowances to widows and widowed women after being entrusted to the Ministry of Social Welfare.
All the steps that have been taken to ensure more transparency and accountability in this program and to make it acceptable to all are, revising the implementation policies made by the Ministry of Women and Children Affairs and adapting them to the times, involving the local honorable members of parliament and other public representatives in the selection of the beneficiaries, taking the initiative of creating a database. Apart from this, the allowance is being distributed on G2P (Government to Person) basis from the financial year 2020-21.
Aims and Objectives of Widow and Husband Nigrahita Mahila Bhata Programme
1. Provision of socio-economic development and social security for widows and widowed women;
2. Increase their status in family and society;
3. Strengthening their morale through financial grants;
4. Providing financial assistance to increase medical aid and nutrition supply
Definition:
Under the Widows and Spouses Nigrahita Women's Allowance Scheme - 'Widows' shall mean those whose husbands are deceased; 'Swami nigrahita' means those who have been separated from their husband or do not live together for at least two years due to divorce or any other reason.
Candidate Selection Criteria:
( a) Citizenship: Candidate must be a permanent citizen of Bangladesh.
(b) Age: Age must be above 18 (eighteen) years. However, the highest priority should be given to widows and widowed women.
(c) Health condition: Top priority should be given to those who are physically disabled i.e. totally incapacitated.
(d) Socio-economic status:
(1) In respect of financial condition: Priority shall be given to the destitute, refugees and landless in order.
(2) In terms of social status: Destitute, separated from family should be given priority in order.
(e) Land Ownership: Preference should be given to landless candidates. In this case, if a person's land holding is 0.5 acre or less, excluding the dwelling house, he will be considered as landless.
Eligibility and Conditions of Beneficiary:
1. Must be a permanent resident of the concerned area;
2. Must have Birth Registration/National Identification Number;
3. Preference will be given to aged destitute and distressed widows or widowed women;
4. A person who is destitute, destitute, almost landless, widowed or widowed and having 2 children below the age of 16 years will get priority in getting allowance;
5. The destitute, the poor, the disabled and the sick among the widows and widowers will be given priority in getting the allowance;
6. Annual average income of the candidate: should be less than 12,000 (twelve thousand) taka;
7. To be selected by the selection committee.

The received application is scrutinized on the ground by the union/municipal committee and sent to the upazila committee in the form of a proposal. Then the upazila committee scrutinizes and selects the beneficiaries according to the allocation. Data entry in MIS in the name of the selected person, opening of Mobile Financial Service 'Cash' account, verification and dispatch of payroll from field office. Allowance is remitted to Beneficiary's mobile/bank through EFT (Electronic Fund Transfer) through GTU (Government to Person) method through Ibus++ subject to approval of remitted payroll.
