Rehabilitation for Beggar

Begging has been practiced in human society since ancient times. It has a long history in the subcontinent as well. Due to exploitation, deprivation and river erosion, poverty, disease, illiteracy etc. during the British and Pakistan period, begging became widespread. In the present times, begging has spread widely as a distraction from some people's work and as a money-making tool for a group of vested interests. Begging is a social disease. It is not a recognized profession. Currently, social and economic development of Bangladesh has taken place. There has been a transition from the position of least developed countries to the list of developing countries. Time has come to free the country from the shame of begging.


In order to implement the government's commitment to alleviate poverty in the country and to wean people from the unworthy occupations like begging, the Ministry of Social Welfare has undertaken a program titled "Rehabilitation and Alternative Employment of Begging Communities" funded by the revenue sector of the government. The program started from August 2010 AD. Even though the beggar rehabilitation program started in 2010, it did not reach much. The present philanthropic government is very serious about eradicating social evils like begging forever. Taking this into consideration, for the first time in the financial year 2017-2018, money was sent to 58 districts of the country for beggar rehabilitation and alternative employment. Bhola district is also covered by this program.


Action: Subject to receipt of allotment , Bhola Sadar/ Daulatkhan/ Borhanuddin/ Lalmohan/ Tajumuddin/ Charfashan/ Manpura Upazila/ City Social Service Officer of Bhola District  circulates the circular. Then from the list collected through the survey, among the beggars who are initially selected from among the beggars who are interested in rehabilitation, the program is implemented by taking the decision of interviewing the beggars union / upazila committee, determining appropriate trade, providing materials for alternative employment. From time to time the issue of employment is monitored by the committee. If any problem is encountered, measures are taken to solve it.
