Registration of Voluntary Social Welfare Organizations

Registration of Voluntary Organizations and Institutions under the Voluntary Social Welfare Organizations (Registration and Regulation) Ordinance, 1961 and Related Rules, 1962 is provided by the Department of Social Services. Under this Ordinance, organizations seeking registration take registration for implementing 15 different types of social activities. The activities are child welfare, youth welfare, women welfare, welfare of physically and mentally challenged persons, family planning, prevention of people from anti-social activities, social education, elderly education, welfare and rehabilitation of released prisoners, welfare of juvenile delinquents, welfare of beggars and destitute, Welfare and rehabilitation of destitute patients, welfare of old and physically challenged persons, training in social welfare work and coordination of social welfare agencies.


Public welfare oriented agencies like Voluntary Institutions, Organizations, Foundations and Orphanages are registered by the Department of Social Services. Timely instructions and circulars are issued from the Department of Social Services regarding the registration and management of all these organizations. All these voluntary organizations have been implementing various developmental activities along with the government. The government is providing full support to the implementation of the work of voluntary organizations. Voluntary organizations are never adversaries of the government, the government does not impose any control on their work. Government considers organizations as partners in its work. Organizations have played a significant role in post-war nation building. Their achievements during this long period of independence are many. Charity or philanthropy is institutionalized through all these organizations and organized social work is developed. The role of institutional social work is immense to advance the neglected, distressed and underprivileged people of the society. It is undeniable that the voluntary organizations of Bangladesh have been able to institutionalize the welfare work of the poor and neglected communities. Currently, thousands of young people have chosen this sector as a career.


Out of the 481 registered voluntary organizations in Bhola district, 157 organizations have been dissolved due to their inactivity, with the approval of the Ministry of Social Welfare, by taking the hearing of all the organizations that were inactive and engaged in unconstitutional activities among these voluntary organizations registered by the Department of Social Services. Out of the remaining 324 companies, 77 companies are currently inactive. Currently 247 organizations are active. The activities of the organizations are supervised through the registration wing of the district office.


Efforts have been made to modernize the Voluntary Social Welfare Organizations (Registration and Regulation) Ordinance, 1961 and the corresponding Rules, 1962 have been amended to increase the registration fee from Tk 2,000 to Tk 5,000. Companies operating in these countries are operating under different laws and are registered with different authorities. Apart from the Department of Social Services, the Department of Women Affairs, the Directorate of Cooperatives, the Registrar of Joint Stock Companies, the Bureau of NGO Affairs and the Microcredit Regulatory Authority issue certificates to voluntary organizations.


Registration and Supervision of Voluntary Social Welfare Organizations: 


Under the Voluntary Social Welfare Organizations (Registration and Regulation) Ordinance No. 46 of 1961, various private voluntary organizations/institutions are registered by the Department of Social Services. According to the ordinance, voluntary social welfare organizations are given registration from the Department of Social Services under the control of the Ministry of Social Welfare to implement the following 15 activities:


child welfare;

Youth Welfare;

Women's Welfare;

welfare of physically and mentally disabled persons;

family planning;

Welfare and rehabilitation of released prisoners;

Social education aimed at inculcating a sense of civic responsibility, adult education;

Recreational programs intended to deter people from anti-social activities;

welfare of juvenile offenders;

Welfare of beggars and the destitute;

welfare of socially disadvantaged persons;

welfare and rehabilitation of patients;

Welfare of old and physically challenged persons;

training in social welfare work;

Coordination of social welfare agencies.

Issuance of naming clearance for voluntary social welfare organizations;

Provide registration of organizations/institutions/organizations/private orphanages/clubs/libraries interested in voluntary social welfare activities;

Approval of the constitution, general and executive council of the registered organization, approval of the newly elected executive council at the end of the term;

Those concerned with the implementation of the program

Deputy Director and Assistant Director of Bhola District Social Services Office supervises field level activities and coordinate between field level and headquarters. At the field level, Upazila Social Service Officer, Bhola Sadar/ Daulatkhan/ Borhanuddin/ Lalmohan/ Tajumuddin/ Charfashan/ Manpura and City Social Service Officers supervise the activities of the organization.

To obtain registration

Acceptance of name clearance;

Submission of application form in prescribed Form-B (which can be collected from District Social Services Office, Bhola or can be downloaded from the option below);

1-2931-0000-1836 along with copy of treasury challan of Rs.5000/- and original copy of challan of 15% VAT;

Submit the following documents along with the application form:-

Attested passport size photograph of President and General Secretary- 2 copies each;

Attested copy of the minutes regarding nomination in the preliminary general meeting-1 copy;

Constitution of Organization in Bengal (with signature of President/General Secretary on each page)- 5 copies;

Certified copy of the minutes of the meeting regarding the approval of the constitution and executive council-1 copy;

Attested copy of the list of names of the members present in the meeting related to the formation of the executive council with signatures-1 copy;

Attested photocopy-1 copy of the resolution signed by all the members by recording the said minutes in the resolution book;

Name, designation, profession, address (current) and self-signed list of executive council members-1 copy;

Attested photo of President, Secretary and Treasurer along with list of Executive Council members – 1 copy each;

List of general members name, father, mother, husband (if applicable), occupation, permanent and present address and self-signed list-1 copy

Relationship Certificate-1 copy.

1 copy each of current and future programs (including program implementation procedures);

Details of past service work of founder members (if any) 1 copy;

Details of bank account maintained in the name of the company (with certificate of manager) 1 copy;

Attested photocopy of Land Deed/Rental Agreement with stamp of Rs.

Inventory of company furniture - 1 copy;

Probable budget (income-expenditure) approved by the general meeting of the organization - 1 copy;

Recommendation letter of local municipal mayor / ward councilor / union council chairman - 1 copy;

1 copy of the certificate by the president-general secretary that the officers of the executive council are not members of the same family;

Undertaking duly signed by the president-general secretary of the members of the organization - 1 copy;

Undertaking-1 copy to the effect that the President-General Secretary will inform the registration authority after accepting the registration of any organization other than the Department of Social Services or accepting any foreign aid.


Duties of registered organizations;


A passport size photograph of every ordinary member in the membership admission form is kept on file in the office of the organization, so that it can be shown to the inquiry officer during the inquiry.

Every registered company shall keep audited accounts in such form as may be prescribed by the registration authority;

General management of the organization to the registering authority at the prescribed time and manner, detailing the nature and extent of service activities performed during the year in question;

submit annual reports and audited accounts containing necessary information and programs for the following year in support thereof and publish the same for public information;

To deposit all the money separately in the name of the organization in the bank authorized by the registration authority or the bank-related organization;

According to the law, the registration authority or any officer duly empowered in this regard can examine the books of accounts and other documents of the company, cash and other assets including the company's debentures and all related documents at any time and give full cooperation to the concerned officer in this regard. to do

Notification to the registering authority within seven days of any change in the address of the organization.


Action by authorities for irregularities

The Authority shall, by written order, summarily dismiss the board of directors if any registered body is responsible for any irregularity in respect of its funds or any maladministration in the conduct of its affairs or fails to comply with the provisions of the Ordinance or the rules made thereunder;

If the Board of Directors is suspended, the Registration Authority shall appoint an Administrator or a Supervisory Board consisting of not more than five persons.

The Board of Directors shall have all the authority and power as provided in the Articles of Association of Administrators or Supervisors;

The order of suspension by the Registration Authority shall be submitted by the Government to a Board consisting of five persons. The Board may order the reinstatement of the Board of Directors or its dissolution and reorganization.

If any registered organization does anything contrary to its constitution or the provisions of the Ordinance or the rules made thereunder, or contrary to public interest, it shall submit a report to the Government, giving the concerned organization an opportunity of appropriate hearing at its own discretion.

After considering the said report, the government of the organization dissolved the organization.


Areas of citizen cooperation 

Inform the authorities of any irregularity in registration of voluntary social welfare organizations;

Inform the authorities of any irregularity of any registered organization;

To be involved in the development activities of registered organizations and to cooperate with them.


Period of service

Registration – 20 working days after receipt of application form with necessary documents.

Name clearance – 2 working days after receipt of application form with necessary documents

Executive Committee Approval – 10 working days after receipt of application form with necessary documents;

Extension of work area- 30 working days after receipt of application form with necessary documents;

Complaint Resolution – 30 working days after receipt of complaint;
